BONIFACE Jacob, the Former Mayor for Ubungo, currently addressing himself as “the voice of the silenced majority” in Tanzania, has exposed a senior police officer implicated in the heinous acts of abducting and killing civilians. Using his X/Twitter account, Jacob provided the following details exhibiting a potentially criminal record of FAUSTINE MAFWELE throughout his professional service as a police officer:

ACP Faustine Mafwele has been publicly identified for the first time by Edger Edson Mwakabela (Sativa) as a senior officer in the Tanzanian Police Force who allegedly ordered his abduction and transport to Arusha and Katavi, where he was shot in the head before surviving the attempted killing.
Mafwele previously served as OC-CID from 2011-2015 at the Arusha Police Station and later became the Regional Crime Officer (RCO) of the Arusha region.
During the killings of CHADEMA members at the January 4, 2011 Arusha protests, he was the OC-CID. At the time, Mafwele held the rank of Assistant Superintendent of Police (ASP).
On January 5, 2012, while serving as an ASP, Mafwele was shot by a robber in Arusha during a shootout between him and the police. However, one police officer was killed, and Mafwele continued to receive treatment at Seriani Hospital.
He has also served as the Zonal Crime Officer (ZCO) of the special MKIRU zone, which includes Mkuranga, Kibiti, and Rufiji.
In complaints from people whose relatives were kidnapped, disappeared, or were found murdered, 90% of them accuse ACP Mafwele as the one responsible for these heinous acts.
ACP Faustine Mafwele is feared even by his own superiors in the Police Force, from the Dar es Salaam Special Zone to the Police Headquarters in Dodoma, despite not holding a very high rank.
There are unconfirmed rumors that he is a “Penetrating Officer” (PE) of the National Intelligence Service, performing dual roles, which causes police leaders to fear him, believing that his actions are sanctioned by the Intelligence Service.
After the special operation in MKIRU (Mkuranga, Kibiti, Rufiji) ended, where he served as the Crimes Zonal Officer, he was transferred to become the RCO of the Mwanza region.
It was in Mwanza that the world started to understand ACP Faustine Mafwele’s brutality after 2021, when William Sije complained that RCO Mafwele had killed his son, James William Sije.
Then IGP Simon Sirro transferred him to the Dar es Salaam region to serve as the Zonal Crimes Officer (ZCO) of the Dar es Salaam Special Zone on April 6, 2022, for a special operation against Panya Road gangs and armed robbery.
His knowledge of many secrets is the reason why government leaders of the ruling CCM party fear and protect him, believing he could expose more dangerous information.
Due to this, ACP Faustine Mafwele has been frequently accused, but government and ministerial leaders are too afraid to take action.

On August 22, 2024, CHADEMA Chairman Freeman Mbowe accused Faustine Mafwele and his gang of being involved in the disappearance of Godwin Mlay, Deusdedith Soka, and Frank Mbise.
In a show of arrogance and fear among his colleagues, ACP Mafwele has appointed himself the leader of Tanzania’s RCOs, contrary to the usual Police Force tradition, where RCOs are under the supervision of the DCI.
